In 1996, the Alpine Haven Property Owners Association agreed to purchase the common elements of the community (roads, recreation facilities, and undeveloped acreage from the Daberers. At about the same time, Vermont legislation Title 27a was passed to protect, guide and govern property owners within Common Interest Communities. The Law also provided a path to full CIC status for property owners living in communities developed prior to the passing of the legislation. Alpine Haven was deemed to be a pre-existing community.
